3-Year Substitute Authorization:

Possess a bachelor's or higher degree in any content area from a regionally accredited college or university.

Note: During the application process, you will be required to upload a copy of the official, degree-conferred transcript(s).

5-Year Substitute Authorization:

Qualifications:

Hold or have held a Colorado or other state-issued teacher license.

Note: Alternative or provisional teacher, special services provider, principal and administrator licenses, and CTE, temporary, adjunct, substitute emergency, and other authorizations do not qualify; it must be a full teacher license.

Background Check and Fingerprinting:

All applicants must undergo a fingerprint-based criminal history record check processed by the Colorado Bureau of Investigation (CBI). It's essential to complete this step before submitting your application, as the CDE will link your background check to your online application. The cost varies, but you can expect to pay approximately $50 for fingerprinting. ​

Application Fees:

  • $60 for 1-year authorizations.

  • $90 for 3- and 5-year authorizations

Application Process:

  1. Create a COOL Account:

    • Log in to the Colorado Online Licensing (COOL) system to create your licensure account.

  2. Submit Fingerprints:

    • Ensure you have a current background check on file.​

    • You have 30 days from the time CDE receives your background check to apply for a license.​

  3. Complete the Application:

    • Gather all required documentation, including transcripts and proof of experience.​

    • Submit your application through the COOL system.​

The processing time is typically 6–8 weeks. You’ll receive an email confirmation once your application is approved, granting you access to your license.
